Boxer Plans to Bypass Republicans on Climate Vote

Senate Environment and Public Works Chairwoman Barbara Boxer (D-Calif.) plans to exploit a committee loophole and completely bypass the GOP on Thursday if Republicans continue their boycott of the legislative markup, according to Democratic aides and lobbyists.
Republicans have refused to attend the markup of the legislation until the Environmental Protection Agency delivers an additional analysis of the bill.
Some aides have described this decision to pass a bill without any Republicans present as a "nuclear option" because it bypasses the usual custom of having a few Republicans there for a quorum.
